According to the TSA’s 3-1-1 rule, you can only bring travel-size containers that are 3.4 ounces or less in your carry-on bag. As such, you’ll be much better off packing perfume in checked luggage.
Checked Luggage Guidelines
The checked luggage guidelines are much more lenient, but there are still a few rules you’ll need to follow. Individual containers can be up to 17 ounces in volume, and between multiple containers, you can bring up to two liters. However, you’ll need to do some budgeting, as this two-liter limit is shared with controlled medications.

Duty-free fragrances are purchased within the airport itself past security checkpoints and can be brought in your carry-on without any trouble.
